THE NUMBER ONE QUALITY OF LIFE COMPLAINT TO 311: NOISE
It could be a barking dog, a blaring radio, a neighbor having an argument, a loud construction site, blaring horns, garbage trucks at 2 am or even fire trucks and ambulances rushing to emergencies. Some 300,000 calls to New York City's 311 hotline each year are complaints about noise. Some people say they can't sleep at night. But others I interviewed for 1010 WINS say they not only are used to it, when they travel to quieter places they actually have a hard time sleeping.
