Should upskirt photos be illegal?

He is 61. The girl, just 13. Shopping at an Oregon Target. Wearing a skirt. He started snapping photos. Up her skirt. She didn’t notice. But a woman did and blew the whistle. The cops came. The man was arrested, charged, tried. And acquitted.
It’s hardly the first time.
At the Lincoln Memorial a man was arrested taking upskirts of women. But a judge ruled, when women dress that way, there’s no reasonable expectation of privacy. The case was tossed out.
In Texas they had a law against it. But it was thrown out as unconstitutional
In Massachusetts they tried also to arrest photographers taking upskirt or down blouse photos. But a court ruled there was no law in the state that prohibited it. That sparked outrage. A new law prohibiting it was quickly drafted and signed by the governor
